Pennington County Administration Hours of Operation Study
Study Overview
Pennington County is reviewing the hours and days of operation for the Administration Building.
This study will help us understand how current hours are working—for both the public and County employees—and whether changes could make services more accessible, efficient, and aligned with community needs. Any potential adjustments will also take into account what’s operationally sustainable and fiscally responsible for the County. Updates approved by the Board of Commissioners would go into effect on a date determined by the findings and Commissioners' decisions.
Latest Updates
- March 18, 2025: Board of Commissioners Approves the Hours of Operation Study
- April 2025: Phase 1 is underway and includes internal planning and early data collection.
- May 2025: Phase 2 is underway and listening sessions begin May 12, 2025 at the Commission Chambers. See the full Schedule below.
- June 2025: The final listening session has concluded, and the Hours of Operations Study team is beginning to analyze the data.
- July 15, 2025: Board of Commissioners Approves a motion to change Pennington County's Administration days of operation to Monday-Friday. The hours of operation are still to be determined via data analysis from public feedback. A recommendation will be provided to the commissioners in August.
- August 19, 2025: Board of Commissioners approves a motion to change the hours of operation for the Pennington County Administration offices to 7:00am - 4:00pm, Monday - Friday. These new hours of operation will take effect when the departments move over to the new building at 900 Concourse Dr. Rapid City, 57703. The moving schedule per public facing department is as follows:

- Thursday, November 13, 2025
- Equalization
All Administration departments will remain fully operational at their current location, 130 Kansas City Street, Rapid City, SD 57701, until their move to 900 Concourse Drive. This ensures there will be no interruption in County services during the transition.
