Highway Department - Permits & Ordinances
  • Approach Permit - Permit needed for existing driveways that have not been previously permitted or for when constructing a new driveway off of a County Highway or road under County's jurisdiction. This permit may be filled out electronically and printed for signature of applicant. It can then be emailed, mailed, faxed, or hand delivered to the highway department for approval. Permit fee is $250.00 upon application and requires a $2,500 cash or cashier's check surety deposit following initial inspection, at the time the permit is approved. Surety deposit will be refunded upon approved, final inspection.
  • Haul Road Agreement - Agreement for a particular or unexpected use of a Pennington County Road for hauling abnormal volumes of loads during a prolonged period of time in which potential damage to the road may occur. This permit may be filled out electronically and printed for signature of applicant. It can then be emailed, mailed, faxed, or hand delivered to the highway department for approval.                         
  • Highway Use Permit - Permit required to travel on the County Road System with an oversize or overweight vehicle. This permit may be filled out electronically and emailed, mailed, faxed, or hand delivered to the highway department for calculation of fees due and approval (credit cards are not accepted, therefore, payment of fees shall be arranged with the highway department  by the applicant prior to approval.)
  • Ordinance 14 Exception Request - Request an exception to Ordinance 14 (Criteria or constructing and accepting roads and approaches onto the County Highway System). This permit may be filled out electronically and emailed, mailed, faxed, or hand delivered to the highway department. Application fee is $500.00 upon submittal of application. Each exception request to Ordinance 14 requires a separate application.
  • Permit to Occupy Right-of-Way- Permit required for special uses of County Highways.  This permit may be filled out electronically and printed for signature of applicant.  It can then be emailed, mailed, faxed, or hand delivered to the highway department for approval.
  • Utility Installation or Excavation within Public Right-of-Ways Permit - Permit required for utility installation or excavation within the public right-of-ways.  This permit may be filled out electronically and printed for signature of applicant. It can then be emailed, mailed, faxed, or hand delivered to the highway department for approval.

  • Amended Ordinance #14 (Effective December 15, 2023) - Criteria for constructing and accepting roads and approaches onto the County Highway System
  • Ordinance #32 - No person shall push, pile, dump, place, or dispose of snow on County or public highways, roads, or right-of-ways.

  • Ordinance #33 - Unlawful deposit of any material which may be harmful on any County Road.
