The Pennington County Highway Department is responsible for 836 miles of road and 127 bridges. In addition to routine repair and maintenance, this responsibility includes snow removal operations and major reconstruction projects. The Highway Superintendent administers this service with a workforce of 50 employees under the direction of the Pennington County Board of Commissioners.

Highway 1416 and Radar Hill Road Corridor Analysis Study
In cooperation with the Rapid City Metropolitan Planning Organization, KLJ Engineering completed a corridor analysis study for Highway 1416 and Radar Hill Road in June of 2024. The objective of this report is to collect, analyze, and document existing conditions along the Highway 1416 and Radar Hill Road corridors and present any deficiencies regarding safety, operations, and/or capacity. Pennington County Master Transportation Plan
In cooperation with the Rapid City Metropolitan Planning Organization, KLJ Engineering prepared a Master Transportation Plan for Pennington County in May of 2024. This plan was developed to provide a comprehensive understanding of the correlation between growth and future transportation needs. It considers what types of facilities make the most sense for Pennington County, how costs and implementation can be addressed and identifies both short- and long-range project priorities. KLJ utilized a Study Advisory Team composed of key representatives from County, City, State and Federal agencies/departments to develop this plan. Public engagement was also included in the development of the plan through public meetings, an interactive website and outreach to stakeholders throughout the County.
